The Urban Area is presently composed of thirteen (13) urban barangays with an approximate area of 845.482 or 2.206% of the total land area of the city.
In the Calendar Year 2003, the committee on Barangay Affairs of the Sangguniang Panglunsod, chaired by the Honorable Romeo Pulmones, has proposed and passed a resolution for the inclusion of six (6) rural barangays into the category of urban barangays. The Sangguniang Panglunsod has approved and enacted an ordinance to this effect. These Barangays are as follows:
Bogo, Bulatoc, Dao, Lenienza, Napolan and Tiguma. But the change of category of these barangays is held in abeyance because it is still have to be consulted and referred to the National Statistical Coordination Board (NSCB).
As per approved resolution of the NSCB resolution No. 9, series of 2003 dated 13th day of October 2003, “A barangay is considered urban if:
1.) it has a population size of five thousand (5,000) or more or,
2.) it has at least one establishment with a minimum of one hundred employees or,
3.) it has 5 or more five (5) establishments with a minimum of ten (10) employees, and five (5) or more facilities within the two kilometer radius from the barangay hall. “Further, the NSO and NSCB will adopt the recommended redefinition of urban barangay “to have at least 4,000 population”, starting in the 2005 Census of Population.
Thus, the data considered for the foregoing sections remains at 13 urban and 41 rural barangays. Table 1.1 shows the Urban composition with their respective land areas in hectares and their approximate distances from the City Hall.
